Employee Home Purchase Assistance Program (EHPAP)

 

Due to the overwhelming volume of applications received to date, the program is currently not accepting new applications.  The program administrator will work through the applications received, to determine if and when they will resume accepting EHPAP applications.

Please do not submit oracle initial employment verification request at this time.  Requests and applications will not be processed.   

 

Henrico County is proud to introduce the new Employee Home Purchase Assistance Program (EHPAP)!

The purpose of the program is to assist eligible County employees with the purchase of their first home. Rising home prices throughout the region have made homeownership less affordable for a substantial number of employees, especially first-time homebuyers.

 

Program Overview

EHPAP provides up to $25,000 in down payment and closing cost assistance, in the form of an interest-free forgivable loan, for the purchase of a home within Henrico County. To have the full loan amount forgiven, employees must: maintain full-time employment with the County and occupy the home as their primary residence for a period of five years from the purchase date. If these conditions are not met, the employee will be obligated to repay any remaining unforgiven loan balance.

 

Eligibility

1. Employment Requirement

Henrico County offers the Employee Home Purchase Assistance Program (EHPAP) to full-time permanent employees of Henrico County General Government, Henrico County Public Schools and Henrico County Constitutional Officers (Circuit Court Clerk, Commonwealth’s Attorney, and Sheriff). To be eligible, employees must have at least 12 months of continuous full-time service and a performance appraisal of acceptable or better.

 

2. Income and Sales Price Limits

There are specific requirements related to household income and sales price, and employees will be required to participate in homebuyer education and counseling provided by the County’s contracted vendor.  Employees are encouraged to review the Frequently Asked Questions (FAQ)  to gain a better understanding of the program.

NOTE:  Once an employee receives initial eligibility verification from Human Resources, they must apply to the contracted vendor within 15 days.
