1.1 Adoption of Policies and Procedures

These Policies and Procedures supersede all previous Personnel Rules and Regulations.

1.2 Purpose of Policies and Procedures

  1. To provide common terms and definitions for human resources administration.
  2. To provide equitable conditions of employment for employees of the County.
  3. To establish and maintain uniform standards of human resources and payroll administration.
  4. To aid supervisors in dealing with their personnel in a fair, consistent, and responsible manner.

1.3 Scope of Application of Policies and Procedures

These Policies and Procedures shall apply to all agencies, positions, and employees of the General Government of the County of Henrico but may not apply to employees whose personnel regulations are specifically prescribed by other governmental units or who are expressly exempted from the application of these Policies and Procedures. The terms “he”, “his”, or “him” used in these Policies and Procedures are used in a general sense and are not intended, and should not be interpreted, to exclude the feminine gender. The term “County” as used in this document refers to the General Government of the County of Henrico, Virginia.

1.4 Amendment of Policies and Procedures

The Board of Supervisors through Board resolution has delegated to the County Manager the authority to adopt, amend, and maintain these Policies and Procedures to carry out sound personnel policies and practices.

1.5 Compliance (07-11-2022)

Agency heads and key officials shall take necessary and prompt action to ensure compliance with these Policies and Procedures within their respective agencies. An agency head may delegate his approval authority to appropriate staff within his agency where noted in these Policies and Procedures.

Circuit, General District, and Juvenile and Domestic Relations Court Judges are exempt from the Personnel Policies and Procedures as are the Clerks’ offices of the General District Court and Juvenile and Domestic Relations Court, the Offices of the Magistrate, and the Health Department, in that their employees or appointees are not considered County employees.

1.6 Availability of Policies and Procedures

The Policies and Procedures  shall be maintained by the Director of Human Resources and are available to all employees electronically through the Internet.

1.7 Forms

Most Department of Human Resources forms for employee and departmental use can be found on the Department of Human Resources’ Web site.
